The Mighty One Calls
The psalm begins with the Mighty One, God the LORD, speaking and summoning the whole earth from sunrise to sunset. From Zion, perfect in beauty, he shines forth in consuming fire and tempest, calls heaven and earth to witness, and gathers to himself the covenant people who were joined to him by sacrifice, while the heavens proclaim that he is the judge.

God then addresses his people, clarifying that his issue is not the mere presence of sacrifices, since all animals already belong to him and he has no creaturely hunger that human offerings could satisfy. What he actually desires is thanksgiving, vows kept to the Most High, and trust expressed in calling on him in the day of trouble, where deliverance will lead to glorifying him.
7“Hear, O My people, and I will speak, 8I do not rebuke you for your sacrifices, 9I have no need for a bull from your stall 10for every beast of the forest is Mine — 11I know every bird in the mountains, 12If I were hungry, I would not tell you, 13Do I eat the flesh of bulls, 14Sacrifice a thank offering to God, 15Call upon Me in the day of trouble;
To the wicked, however, God exposes a devastating contradiction: they recite his statutes while hating his instruction and casting his words behind them. Their lives openly align with thieves, adulterers, deceit, and slander against their own kin, and because God had been silent they imagined he was like them, but now he rebukes them and sets their sins in order before their eyes.
16To the wicked, however, God says, 17For you hate My instruction 18When you see a thief, you befriend him, 19You unleash your mouth for evil 20You sit and malign your brother; 21You have done these things, and I kept silent;
The psalm ends with a warning to those who forget God, lest he tear them apart with no one to deliver. By contrast, the one who offers thanksgiving and orders his way rightly honors God and will be shown his salvation.
