The LORD Judges the Nations
The chapter opens by linking two realities: the restoration of Judah and Jerusalem, and the judgment of the nations. God gathers the nations into the valley of Jehoshaphat to enter into judgment with them concerning His people and His land. Joel then lists the accusations with unsettling clarity. The nations scattered Israel, parceled out the land, cast lots for God's people, sold boys and girls for momentary pleasures, and carried away silver, gold, and precious treasures. Tyre, Sidon, and Philistia are singled out and warned that whatever recompense they imagine is being returned swiftly upon their own heads. The people they sold will be roused from far away, and the reversal will be exacting and public.
“1Yes, in those days and at that time, 2I will gather all the nations 3They cast lots for My people; 4Now what do you have against Me, O Tyre, Sidon, and all the regions of Philistia? Are you rendering against Me a recompense? If you retaliate against Me, I will swiftly and speedily return your recompense upon your heads. 5For you took My silver and gold and carried off My finest treasures to your temples. 6You sold the people of Judah and Jerusalem to the Greeks, to send them far from their homeland. 7Behold, I will rouse them from the places to which you sold them; I will return your recompense upon your heads. 8I will sell your sons and daughters into the hands of the people of Judah, and they will sell them to the Sabeans — to a distant nation.”
The second half of the section shifts into a dramatic summons. The nations are called to prepare for war, even to turn agricultural tools into weapons and weak men into warriors. Yet the irony is unmistakable: they are being gathered not to triumph but to be judged. They assemble in the valley where the LORD sits to judge all the surrounding nations. Harvest and winepress imagery then take over, portraying the multitudes as ripe for cutting and overflowing with wickedness. The valley becomes the valley of decision as sun and moon darken and stars withdraw their brightness. Finally the LORD roars from Zion and utters His voice from Jerusalem so that heaven and earth shake. Yet for His own people, that same roaring presence is refuge and stronghold.
