The Leaders of the Twelve Tribes

The chapter names officers over several tribes of Israel, moving through Levi, Judah, Zebulun, Ephraim, half-Manasseh in Gilead, and Dan. The list is selective, but its effect is to show recognized leadership across the people.

T16hese officers were in charge of the tribes of Israel: 17over Levi was Hashabiah son of Kemuel; 18over Judah was Elihu, one of David’s brothers; 19over Zebulun was Ishmaiah son of Obadiah; 20over the Ephraimites was Hoshea son of Azaziah; 21over the half-tribe of Manasseh in Gilead was Iddo son of Zechariah; 22and over Dan was Azarel son of Jeroham.

David does not count those under twenty because of the Lord’s promise to make Israel countless, and Joab’s census remains unfinished because wrath falls on Israel. The chapter lets the administrative record end with a boundary it must not cross.

23David did not count the men aged twenty or under, because the LORD had said that He would make Israel as numerous as the stars of the sky. 24Joab son of Zeruiah began to count the men but did not finish. For because of this census wrath came upon Israel, and the number was not entered in the Book of the Chronicles of King David.

Section summaryThe focus shifts from the army to officers set over Israel’s tribes, naming leaders across Levi, Judah, Zebulun, Ephraim, Manasseh in Gilead, and Dan. The section closes with restraint around the census, noting both God’s promise to multiply Israel and the wrath that followed Joab’s unfinished count.
Role in the chapterThis section broadens the chapter from military order to tribal oversight. Its closing note on the census places a limit on royal administration by reminding the reader that Israel’s increase belongs to the Lord’s promise, not merely to human counting.
