Restoration Promised
After the communal plea, the LORD responds with zeal for His land and pity for His people. Grain, wine, and oil will again be given in abundance, and the reproach among the nations will be removed. The northern invader will be driven away into desolate places, and its stench will rise because its proud destruction is complete. In place of fear, the prophet now commands gladness. Land, beasts, and children of Zion are all summoned to rejoice because God has acted greatly and has given the early rain in righteousness. The natural world begins to recover because divine favor has returned.

The promise then broadens into full restoration. Threshing floors will fill, vats will overflow, and the years eaten by locust swarms will be repaid. The people will eat in plenty and praise the name of the LORD who has dealt wondrously with them. Material restoration, however, is not the endpoint. The culmination is covenant knowledge: Israel will know that the LORD is in the midst of Israel, that He alone is God, and that His people will never again be put to shame. The restored harvest is meant to lead to restored recognition of God's living presence among His people.
24The threshing floors will be full of grain, 25I will repay you for the years eaten by locusts — 26You will have plenty to eat, 27Then you will know that I am present in Israel
