The Valley of Vision
Isaiah asks what has happened to the city that everyone has gone up to the rooftops, because the scene is noisy and crowded yet overshadowed by failure rather than triumph. Its rulers have fled together, its slain are not fallen in battle but caught in collapse, and the prophet turns away in bitter tears, refusing to be hurried into consolation over his people's ruin.
T1his is the burden against the Valley of Vision: 2O city of commotion, 3All your rulers have fled together, 4Therefore I said,
The LORD of Hosts has appointed a day of tumult, trampling, and confusion in the Valley of Vision, and foreign powers fill the valleys with chariots while the city's defenses are exposed. The military threat is real and pressing, but the deepest issue is not merely that enemies have arrived; it is that the LORD has uncovered Judah and forced the city to face what it has long preferred not to see.

Jerusalem responds by inventorying weapons, measuring breaches, gathering water, demolishing houses for fortification, and building reservoirs for survival. Yet even in all this practical energy the people fail to look to the One who made and planned the city long ago, so their preparedness becomes another form of unbelief rather than an act of dependent wisdom.
9On that day you looked to the weapons in the House of the Forest. You saw that there were many breaches in the walls of the City of David. You collected water from the lower pool. 10You counted the houses of Jerusalem and tore them down to strengthen the wall. 11You built a reservoir between the walls for the waters of the ancient pool, but you did not look to the One who made it, or consider Him who planned it long ago.
When the Lord GOD of Hosts calls for weeping, baldness, and sackcloth, the people answer with joy, slaughter, feasting, and the cynical creed that if death is near they may as well eat and drink. The LORD declares that this iniquity will not be atoned for until they die, making clear that the refusal to mourn before Him reveals a heart posture more dangerous than the siege itself.
